Chibi is a character came from a GBA game, like most of Naruto characters and the Jump series for DS(JSS,JUS)
THis are normal sized in comparision

Just to clarify, "chibi" means "mini." It refers to the "super deformed" art style; i.e. where a character's head is largely disproportionate to their body size.

Right, and if the character is already made in that form without a prior form for comparsion, the said character is not chibi, but designed with looks purposely.

I usually don't like these types of characters, but I must say, as far as I'm concerned, these are pretty well made, and have some nice effects.
